Harassment includes deliberate action against one or more people usually, (but not always) because of their:

• race or ethnic origin;
• disability;
• age;
• sexuality;
• sex;
• learning difficulties;
• religious belief;
• HIV or AIDS status; or
• other vulnerability (not covered by the above).
